Subject: Resolution 24-R-87 - A Resolution by the City Council of the City of Schertz, Texas authorizing the purchase of an ambulance remount. (S.Willliams/J.Mabbitt)

BACKGROUND

The EMS Department currently has a fleet of twelve (12) ambulances.  Eight (8) of these ambulances are "front-line" or are in-service at any given time, which leaves a reserve fleet of four (4) ambulances. A goal is to have four (4) reserve ambulances to allow our fleet department time to "down" each ambulance for preventative and safety checks. As of July 1, mileage for these ambulances ranges from 357 to over 200,000 miles:

After coordination with the Fleet Department and in-line with our vehicle replacement program, it was decided to re-mount an existing ambulance through MEDIC BUILT.  There are some cost savings (approx. $140k)  when re-mounting an ambulance by utilizing an existing ambulance box and re-mounting it on a new chassis. We have had success with re-mounting four of our existing ambulances to date (ambulances above ending in "B").  MEDIC BUILT is a HGAC Buy Purchasing Cooperative program participant (contract # AM-1023), and the ambulances are re-mounted here in Texas.

Like previous ambulances, this ambulance will be mounted on a Ford gasoline F450 chassis.  This unit will be re-mounted on ambulance 280. 

Due to COVID-19, ambulance manufacturers have lengthened their build times (mainly due to chassis delays) and to have our ambulance built in FY25 we needed to have a Letter of Intent (LOI) signed (Exhibit "B") to save a chassis for the build.  Although we intend to start this unit this fiscal year, it will be paid for from the fiscal year 2025 budget.  MEDIC BUILT does require an issued PO before starting on the unit.  

 

GOAL

Authorizing the City Manager to enter into an agreement with MEDIC BUILT for the purchase of a re-mounted ambulance for FY25.  

COMMUNITY BENEFIT

The items purchased from MEDIC BUILT are in support of EMS response to the communities served.

SUMMARY OF RECOMMENDED ACTION

Staff recommends approving the Resolution for the purchase of one (1) re-mounted ambulance for FY25.

FISCAL IMPACT

This ambulance will be purchased in FY25 contingent on approval of the FY25 budget. The total amount for this ambulance is $214,075.45 as outlined in Exhibit "A" not to exceed $220,000.00.  

RECOMMENDATION

Staff recommends approval of Resolution 24-R-87
