Subject: Resolution 24-R-109 - Authorizing the City Manager to enter into an On-Call Concrete Service with AR6 Construction & Engineering and C3 Environmental Specialties. (B.James/L.Busch)

BACKGROUND

The City of Schertz requested proposals for on-call concrete services contractor and pricing for items, such as sidewalks, curbs, rip rap, miscellaneous concrete, and flowable fill placement, etc. Two contractors provided proposals in response to the solicitation. Upon evaluation of the pricing and qualifications, City staff determined that both respondents were responsive and qualified. Therefore, Staff recommends awarding contracts to both AR6 Construction & Engineering and C3 Environmental Specialties based upon cost-effectiveness and quality of work. These contractors will be available for use city-wide by various departments in accordance with the price list outlined in the agreement. This will be for individual projects that are under $50k and within the approved budget. All individual projects exceeding $50k will be presented to council separately per City Policy. If approved, The Agreement shall become effective upon the date of the final signature and shall remain in effect through September 30, 2026, with the option to renew for two (2) additional terms of one (1) year each unless terminated as provided for in the Agreement.

GOAL

To enter into a contract for on-call concrete services for a yearly not-to-exceed value of $100,000.

COMMUNITY BENEFIT

The City will be able to contact either vendor for any project within the scope of the contract without going through the RFP process each time. This will result in an effective and efficient operational process.

SUMMARY OF RECOMMENDED ACTION

Staff recommends Council authorize the City Manager to enter into a contract for on-call concrete services with AR6 Construction & Engineering and C3 Environmental Specialties.

FISCAL IMPACT

Fiscal impact will vary depending on the specific project. The fee schedule is included in the Professional Service Agreements. Funding available for projects may be allocated within each fiscal year's operating budget.

RECOMMENDATION

Approval of Resolution 24-R-109.
