BACKGROUND
Due to conflicts with the Texas Department of Transportation’s (TxDOT) proposed IH 35NEX Project, the City of Schertz must relocate the existing Riata lift station and associated sewer mains. A new site and easements have been acquired adjacent to the existing facilities but outside the limits of the TxDOT project.
Bids for the Riata Lift Station Relocation Project were opened on August 15, 2024. Two bids were received. Of the bids, the lowest bid was from Keystone Construction. Staff has reviewed the bids and supporting documentation and determined that the bid from Keystone Construction is responsive and meets the City's needs.

GOAL
To obtain authorization from Council to execute a contract with Keystone Construction Services, LP for $2,545,375.00 plus $254,625.00 for a not to exceed amount of $2,800,000.00, for the construction of the Riata Lift Station Relocation Project.
COMMUNITY BENEFIT
The lift station and utility relocation is necessary to avoid conflicts with TxDOT’s proposed improvements along the IH 35NEX corridor and maintain sewer service to this area of the city.
SUMMARY OF RECOMMENDED ACTION
Staff recommends that Council authorize execution of the construction contract for the Riata Lift Station Relocation Project with Keystone Construction for $2,545,375.00 and a not to exceed amount of $2,800,000.00.
FISCAL IMPACT
The cost of the project shall not exceed $2,800,000.00. Sewer Reserves will provide the initial funding of the construction efforts, but will be fully reimbursed by TxDOT due to this being an interstate highway project.
RECOMMENDATION
Approve Resolution 24-R-108.
