As part of the Soccer Complex Irrigation Water Storage Project, it was discovered that the current well casing is too porous and out of compliance with Edwards Aquifer Authority standards and a new well needs to be drilled (and the old one is required to be capped.)  City staff published solicitation 2024-024 to drill a new well and only received one bid.  City staff met with the contractor, and it was determined the sole bidder was not qualified to complete the project due to the company not having the right sized equipment to be able to drill a commercial-sized well needed and the bid needed to be rejected per the City's Purchasing Policy.  City staff is contacting a well-drilling company on a purchasing cooperative to inquire if they can drill a well to the specifications we need. City staff will rebid the project if it is determined that the purchasing cooperative vendor can’t do the work.

Reject the sole bid for Solicitation 2024-024 and acquire a new vendor through a purchasing cooperative, or republish the solicitation.

The community will benefit when a qualified vendor is acquired to drill the new well to supply irrigation well water to the Schertz Soccer Complex.

Approve Resolution 24-R-165 to reject the sole bid received for the Schertz Soccer Complex Well Drilling Project.

There is no fiscal impact at this time since the bid is being rejected.
