BACKGROUND
Resolution 25-R-100 authorizes a commercial lease agreement with the Guadalupe County Children's Advocacy Center (GCCAC) for the approximately 1.1 acre property at 1049 Live Oak (in front of the ground storage tank) so that they can build a building to provide offices for GCCAC and a client services center. There is a nominal cost to GCCAC, with the lease being only $10 per year. The initial term of the agreement is 25 years but can be extended for five terms of five years each (so a total of 25 additional years). GCCAC has until 2032 to obtain a CO otherwise the lease terminates.
GCCAC provides forensic interviews, family advocacy, medical accompaniment, and therapy services. The GCCAC teaches a personal safety program to children throughout the county and strives to educate the community about child abuse and neglect. They conduct recorded forensic interviews of children about allegations of abuse and/or neglect. Their interviewers are specially trained to conduct child-friendly, non-leading, and developmentally appropriate interviews. These interviews are monitored in real time by investigators from law enforcement, Child Protective Services, and prosecutors, thereby eliminating the need for traumatic multiple interviews. Their family advocates meet with the non-offending caregivers who bring the child or children in for their interview. During family advocacy sessions, the advocate not only explains the CAC process to the caregiver, but also may provide crisis intervention, connect the caregiver with resources, and refer the family to GCCAC or other counseling services. They provide therapy to address the emotional impact of the traumatic event, reduce or eliminate the risk of future abuse, and address issues which the traumatic event may trigger. The GCCAC participates in numerous awareness events to help educate the community about child abuse and neglect and how to prevent it.

GOAL
Partner with GCCAC a local non-profit that provides critical services to residents in our community and supports the work of the Schertz Police Department.

This partnership supports the City's Strategic Plan goals of providing a safe and livable community and increasing the sense of community.
SUMMARY OF RECOMMENDED ACTION
Authorize a commercial lease agreement with GCCAC for the approximately 1.1 acres property located at 1049 Live Oak Road for 25 years with possible extensions.
FISCAL IMPACT
There is a nominal fiscal impact to the City of Schertz as the lease in only $10.00 per year. Once the GCCAC develops the site, the City will save by not having to mow the property.

Approval of Resolution 25-R-100.
