Subject: Ordinance 25-A-039 - Conduct a public hearing and consider a request for voluntary annexation of approximately 4.7 acres, Bexar County Property Identification Numbers 310108 and 1061511, Bexar County, Texas (B.James/L.Wood/D.Marquez)

BACKGROUND

Annexation of land into the City's corporate limits can be voluntary. The Texas Local Government Code (LGC) provides requirements and outlines the annexation process. The applicant submitted a petition for annexation into the City of Schertz corporate limits; thus, Chapter 43, subchapter C-3 applies. The City's Unified Development Code (UDC) Section 21.4.8 provides provisions for the processing of voluntary annexation requests.

The City Council approved Resolution 25-R-112 on August 19, 2025, to accept the petition of voluntary annexation and start the annexation process. The Planning and Zoning Commission held a public hearing for the associated zoning for the subject property on September 3, 2025. The Planning and Zoning Commission meeting can be viewed on the City's YouTube site. 

A public hearing notice was published in the San Antonio Express for Ordinance 25-A-039 on October 1, 2025. A public hearing notice was posted on the City of Schertz website on October 1, 2025. Public entities were notified as per Texas Local Government Code Section 43.9051.

Under Texas Local Government Code Section 43.057, Staff finds that surrounding any area, but not including such area within the City limits through this annexation, is in the public’s interest.

GOAL

To continue the voluntary annexation process and annex the approximately 4.7 acres into the City of Schertz City Limits.

Promote the safe, orderly, efficient development and ensure compliance with the City's vision of future growth.

SUMMARY OF RECOMMENDED ACTION

Staff recommends approval of Ordinance 25-A-039 for voluntary annexation of approximately 4.7 acres of land known as Bexar County Property Identification Numbers 310108 and 1061511.

FISCAL IMPACT

In accordance with Texas Local Government Code (LGC) Chapter 43, the City must provide services to the land on the effective date of the annexation.

RECOMMENDATION

Approval of Ordinance 25-A-039.
