BACKGROUND
Schertz Emergency Medical Services provides regional ambulance transportation to the communities of Schertz, Cibolo, Live Oak, Marion, Santa Clara, Selma and Universal City. We also serve the western portion of Guadalupe County, Comal County ESD # 6 (which includes the City of Garden Ridge, Bracken community and the areas along F.M. 3009 to State Highway 46) and JBSA-Randolph AFB.
Schertz EMS is also responsible for the Guadalupe County EMS Contract in which we cover the western portion of Guadalupe County and have Inter-Local Agreements in place with the City of Seguin, Caldwell County ESD#5, San Marcos Hays County EMS and Wilson County ESD#3 to cover the remaining County.
The city of New Berlin approached the city to request EMS coverage to New Berlin. They currently do not have EMS coverage. To keep response times lower, we plan to cover New Berlin along with Wilson County ESD#3 (see attached map).
Total calls for service for New Berlin average 30 calls annually.

To approve the attached resolution to enter into an agreement with the city of New Berlin for ambulance services.
COMMUNITY BENEFIT
To continue to provide ambulance services to the cities in Guadalupe County.
SUMMARY OF RECOMMENDED ACTION
Staff recommends approval to authorize the City Manager to enter into an agreement with the city of New Berlin for ambulance services.
FISCAL IMPACT
The contract will generate the following annual payments from New Berlin:
Fiscal Year 2026 – $21,285.00
Fiscal Year 2027 – $22,347.00
Fiscal Year 2028 – $23,472.00
Schertz EMS will share EMS responses for this area with Wilson County ESD#3 and will pay them half of the contract amount.
This new service area will also generate about $7,500 annually for ambulance transports for Schertz.
Schertz' net new revenue annually is estimated to be:
Fiscal Year 2026 – $18,142.50
Fiscal Year 2027 – $18,673.50
Fiscal Year 2028 – $19,236.00
