Subject: Resolution 25-R-143 – Authorizing a task order agreement with Kimley-Horn and Associates, Inc., for professional engineering-related services for the 2026 SPAM Resurfacing; Savannah Drive Resurfacing; and Crosswalk Improvements Projects (B.James/K.Woodlee/J.Nowak)

BACKGROUND

The proposed project is largely a continuation of the City’s pavement preservation program.  The proposed Professional Services Task order includes the design and bid package preparation for two CIP projects, the 2026 SPAM Resurfacing and the Savannah Drive Resurfacing projects, plus some crosswalk improvements.  These projects are bundled together into a single Task Order and construction contract because they contain similar work items.  By combining them, costs for design and bid package creation can be reduced and economies of scale will be realized, thus reducing construction costs.

The 2026 SPAM Resurfacing project will resurface (apply a slurry seal) in the Fairway Ridge, Woodland Oaks, and Horseshoe Oaks Subdivisions.  The project includes the typical “prep work” (localized concrete repairs, base repairs, asphalt level up, crack seal, etc.) before application of the slurry seal.  The Savannah Drive Mill and Overlay project has been modified to a micro-surfacing project.  Micro-surfacing is similar to slurry seal, it just has slightly larger aggregate in it and is applied in a thicker layer.  This is the same type of surface that was applied last Summer to Schertz Parkway between I-35 and Woodland Oaks.  Similar “prep work” will be done before the micro-surfacing is applied.

In response to citizen concerns and evaluations of the situations, the Transportation Safety Advisory Commission (TSAC) recommended the installation of several new crosswalks.  The adopted FY 25-26 budget includes a one-time funding allocation of General Funds to support implementing TSAC recommended improvements.  This project effort will install a crosswalk on Savannah near Willows Ranch and two crosswalks on Homestead Parkway in the vicinity of the Homestead Amenity Center.  Installation of the crosswalks will include concrete improvements and pavement striping and signage.

The crosswalk improvements work represents fairly small quantities of similar work involved in the 2026 SPAM and Savannah resurfacing projects.  By combining these relatively small quantities of work with the street projects, the City can expect to receive lower unit prices for the crosswalk work.  Additionally, having this work be part of a single contract will also save the expense and effort of creating and administering an additional contract.

GOAL

The goal of Resolution 25-R-143 is to approve and authorize the City Manager to execute a Task Order with Kimley-Horn and Associates, Inc., for professional services for the 2026 SPAM Resurfacing; Savannah Drive Resurfacing; and Crosswalk Improvements Projects.

COMMUNITY BENEFIT

The resurfacing of streets represents preservation of the existing streets.  The new surface being applied (a slurry seal) will seal the surface; help rejuvenate the existing pavement; and provide a new driving, or wearing, surface.  By resurfacing the streets in the project area now, the streets' overall condition will be reset to a high Pavement Condition Index (PCI) score.  By doing this resurfacing now, it will cost less overall than if the streets were allowed to fully deteriorate and then need to be reconstructed.  The City's SPAM projects directly address the Strategic Goal of Infrastructure Investment and the specific objective of development and maintenance of roadways.  The crosswalk improvements represent citizen requested improvements that have been reviewed and recommended for approval by TSAC.  These improvements will provide for safe pedestrian crossings at some key locations.  Appropriately located, designed, and constructed crosswalks contribute to a Safe and Livable Community.

SUMMARY OF RECOMMENDED ACTION

Staff recommends approval of the Task Order for Kimley-Horn and Associates, Inc., for an aggregate amount of $395,315 and a not to exceed amount of $440,000 for the 2026 SPAM Resurfacing; Savannah Drive Resurfacing; and Crosswalks Improvements Projects.

FISCAL IMPACT

Funding for the Task Order is available from CO Street Bond Funds allocated for this purpose; General Funds from the Outsourced Street Maintenance line item in Public Works’ budget; and General Funds from a one-time allocation approved by City Council in the FY 25-26 budget for implementation of TSAC recommended items.  

The not to exceed funding breakdown for each component of the Task Order is as follows:
