CITY COUNCIL MEMORANDUM

City Council Meeting: October 14, 2025
Department: Executive Team
Subject: Resolution 25-R-147 - Authorizing a Schertz Main Street Area Preservation Incentive Program Grant for Schertz-Cibolo Cemetery located at 93 Bubbling Springs Road (S.Williams/B.James)

BACKGROUND

The owner of the Schertz-Cibolo Cemetery at 93 Bubbling Springs Road is requesting a Schertz Main Street Area Preservation Incentive Grant for the property. The Schertz Main Street Area Preservation Incentive Grant is available for properties within the designated grant area or properties that have been designated as Landmark Properties, which this property has. Council recently added a flatwork grant category to the Schertz Main Street Area Preservation Incentive Grant for properties without structures. This allows 50/50 matching grants for up to $20,000.00. The property owner is seeking funds to install interpretive panels and a connecting paver walkway. The estimated cost of the work is just under $24,000.00, but staff is recommending the grant be for up to $12,500 (so total work cost of $25,000.00 to cover possible cost over runs). The SHPC recommended approval of this grant at their September meeting.
