Subject: Resolution 26-R-016 - Authorizing participation in the Guadalupe County Master Drainage Plan under the Texas Water Development Board Flood Infrastructure Fund program (B.James/K.Woodlee/T.Harris)

BACKGROUND

Guadalupe County is moving forward with the development of a Countywide Master Drainage Plan under the Texas Water Development Board’s (TWDB) Flood Infrastructure Fund (FIF) program, Flood Management Evaluation (FME) category. As part of the application and project development requirements under 31 TAC §361.10 and the SFY 2024–2025 FIF Intended Use Plan (IUP), Guadalupe County must notify and coordinate with all eligible political subdivisions within the project watershed area, including cities, water districts, river authorities, and other units of local government.
 
Purpose of the Project
The Master Drainage Plan will evaluate countywide flood risks, identify priority mitigation improvements, update hydrologic and hydraulic data, and develop a unified strategy for long-term resilience across the county and its incorporated communities. TWDB requires demonstration that all affected political subdivisions have been given the opportunity to participate in the planning process.

This resolution ensures that the City of Schertz is included in planning efforts associated with the Flood Infrastructure Funded program. This participation does not create any obligation for funding, but allows Guadalupe County to include the city in receiving benefits from the drainage study. In order to meet the FME criteria, Guadalupe County must document that:
  • All eligible political subdivisions have been notified;
  • Each has been given an opportunity to participate; and
  • Participating entities have formally acknowledged involvement in the planning effort.
The adoption of this resolution will satisfy that requirement and ensure the city is included in data collection, model development, project identification, and stakeholder coordination.

GOAL

The goal of Resolution 26-R-016 is to ensure the City of Schertz is included in data collection, model development, project identification, and stakeholder coordination as it relates to the development of the Guadalupe County Master Drainage Plan.

COMMUNITY BENEFIT

The City of Schertz, located in Guadalupe county, will be included in data collection, model development, project identification and stakeholder coordination for flood infrastructure and flood management projects.

SUMMARY OF RECOMMENDED ACTION

Staff recommends approval of Resolution 26-R-016.

FISCAL IMPACT

There is no funding obligation associated with this resolution. Guadalupe County is collaborating with the Texas Water Development Board to receive funding under their Flood Infrastructure Fund Program.

RECOMMENDATION

Approve Resolution 26-R-016.
