BACKGROUND
The 89th Texas legislature passed Senate Bill 8 adopting the Texas Women’s Privacy Act, amending Chapter 3002 of the Texas Government Code, effective December 4, 2025. The bill specifically requires state agencies and political subdivisions, including cities, to designate certain facilities, generally multiple-occupancy private spaces, for use only by individuals of one sex and to take every reasonable step to prevent use by the opposite sex. As part of the "reasonable step(s)" it is recommended the City adopt a policy regarding use and enforcement. In this case, the City must ensure all multiple-occupancy private spaces in City-owned, City-operated, or City-controlled buildings have the appropriate signage on the outside of the facility, according to Senate Bill 8.

To comply with the requirements of Senate Bill 8.
