| Subject: | Ordinance No. 20-T-11 - Consideration and/or action approving an Ordinance by the City Council of the City of Schertz, Texas authorizing an adjustment to the Fiscal Year 2019-2020 Budget to transfer funds for the purchase of software, parts, and labor for 14 existing Flashing School Zone Lights and the purchase of three additional lights, repealing all ordinances in conflict with this ordinance; and providing an effective date. BACKGROUND
With Ordinance 20-T-11 staff is proposing to amend the budget to transfer funds from the Child Safety Fund budget to the Street Crossing Improvement Budget. While this budget adjustment is not asking to raise the overall City Budget, it will transfer amounts between the Child Safety Fund and the Street Crossing Improvements and Ordinance 11-M-28 states the City Manager may not move budgets between departments or funds without council authorization.
GOAL
To raise Schertz Flashing School Zone Lights to a higher standard where staff can diagnose problems from the office or phones. In addition, employees will not have to go to the field to run reports, such as change times reports.
COMMUNITY BENEFIT
This will benefit the city and community by minimizing down times and thus increasing safety, reduce costs, and increase personnel efficiencies.
SUMMARY OF RECOMMENDED ACTION
Approval is recommended to allow budget adjustment of $60,000.00 from Child Safety Fund to the Street Crossing Improvements.
FISCAL IMPACT
There will be no fiscal impact to the 2019-2020 budget.
RECOMMENDATION
Staff recommends approval of Ordinance 20-T-11 on the First reading.
