BACKGROUND
The 2024 Hallie's Cove Repair project involves a couple of streets and a couple street segments in the Hallie's Cove development. The streets involved in the project are Hallie Glade, Hallie Fox, a portion of Hallie Oaks, and a portion of Hallie Path that were constructed during Unit 5 of the development.
After construction of the new streets and street segments during the development of Unit 5, the streets were inspected and accepted by the City of Schertz. The streets were inspected again before the warranty period expired and everything appeared acceptable. After the warranty had expired, some base failures appeared in the new streets.
The base failures areas need to be repaired in order to preserve the remainder of the pavement sections of these streets and street segments, and to provide the expected new street and driving surfaces the residents expect. Since the warranty period has expired for this portion of the development, the City must proceed with the repairs.
Staff identified all the repair areas in the project area and developed a bid package for making the repairs. On May 29, 2024, bids were opened for making these repairs. A total of five bids were received, but one bid was non-responsive and could not be considered. The responsive bids ranged from $62,205.50 to $184,850.00. Staff has reviewed the bids received and checked on references for the low bidder, Lone Star Paving. Based upon the bid analysis and reference checks, Staff recommends awarding the repair work to Lone Star Paving.

GOAL
To obtain authorization from City Council to execute a construction contract with Lone Star Paving, Inc. for $62,205.50, and a not to exceed amount of $70,000.00, for the 2024 Hallie's Cove Repair Project.
COMMUNITY BENEFIT
The project will perform various base repairs in the streets in the Hallie's Cove Unit 5 subdivision. By repairing the base failures, the streets will be returned to like new condition. It will also prevent the base failure areas form increasing in size and causing rapid deterioration of the remainder of the streets in this portion of the subdivision, saving money in the long run.
SUMMARY OF RECOMMENDED ACTION
Authorize execution of the construction contract for the 2024 Hallie's Cove Repair Project to Lone Star Paving, for $62,205.50 and a not to exceed amount of $70,000.00.
FISCAL IMPACT
Funding for the project will come from the SPAM funding authorized in the FY 23-24 budget.
RECOMMENDATION
Approve Resolution 24-R-67.
