Subject: Resolution 24-R-92 - Authorizing a contract with Ezzi Signs Inc. to replace the electronic sign. (B.James/D.Hardin-Trussell)

BACKGROUND

The City of Schertz currently has an electronic sign that has been inoperable for approximately two years. The existing sign is beyond repair, as parts are no longer available. The existing sign is also on the local electric company’s (GVEC) right-of-way and poses safety concerns. The City of Schertz is looking to install a new fully functioning electronic sign in a different location within the city complex. The electronic sign is used in conjunction with the Civic Center which directly promotes tourism and directly promotes the convention and hotel industry. The sign advertises the facility and events that bring visitors to the city and encourages overnight stays in hotels.   

The City issued a solicitation for proposals (RFP) from qualified firms and received a total of four responses, two of which were determined to be non-responsive as they did not include required information in accordance with the RFP. The two responsive proposals were reviewed and scored based on criteria including cost, proposer's experience, qualifications, reputation, quality of proposed services and responsiveness of the proposal. The City recommends contracting with the highest ranked vendor, Ezzi Signs, to replace the electronic sign.

GOAL

The goal of this project is to relocate and replace the broken electronic sign with a newer sign in a new location within the city complex

COMMUNITY BENEFIT

Provide City staff with the ability to make public announcements of council meetings and city functions through a fully functioning electronic sign.
 

SUMMARY OF RECOMMENDED ACTION

Approval of this resolution will allow the City to enter in to a contract with Ezzi Signs Inc. that will relocate a new functioning electronic sign within the city main complex at 1400 Schertz Parkway.
 

FISCAL IMPACT

The purchase of the electronic sign and relocation will be funded through the city’s hotel occupancy tax fund. The fiscal impact of this project will be approximately $78,400.00. These funds will be approved in the FY 2024-2025 budget.
 

RECOMMENDATION

Staff recommends approval of Resolution 24-R-92.
