Subject: Resolution 24-R-98 - Authorizing a Subdivision Improvement and Reimbursement Agreement for the Ackerman Development. (S.Williams/B.James)

BACKGROUND

The developer of the Ackerman residential subdivision, which will have about 145 lots on about 45 acres is located generally at the northwest corner Green Valley Road and Eckhardt Road, is required to provide a loop to the existing waterline that will serve their development and that serves others in the area (Cypress Pointe and Parklands). The loop waterline will need to come from the west to connect to the existing line in Homestead. On April 16, 2024, City Council authorized the staff to begin work to acquire the easement. That work is in process. This agreement obligates the developer to construct the 12" waterline from where it ends near the Homestead Development, across approximately 1,300 feet to the Ackerman Property and through the Ackerman Development to connect to the existing line in Eckhardt Road. It allows the developer to construct up to 40 homes prior to this looped line being in, with service for those 40 homes being from the line in Eckhardt Road. The City will bear the cost of easement acquisition and fund the cost of the approximately, 1,300 foot offsite section. 
 

GOAL

Enter into an agreement with the developer of the Ackerman property to provide for the timely development of that project while ensuring that adequate looped water service is provided to the larger area.

COMMUNITY BENEFIT

Construction of the planned waterline, including the offsite portion, will provide a looped system to serve multiple properties/developments along Eckhardt Road. 

SUMMARY OF RECOMMENDED ACTION

Approval of the Subdivision Improvement and Reimbursement Agreement to allow the City to contribute to the offsite portion of the proposed waterline extension. 

FISCAL IMPACT

It is estimated that the cost of constructing the water line will be approximately $250,000. Staff is awaiting an appraisal on the easement acquisition cost. This reimbursement will be expended to the Water & Sewer Fund operating costs for FY 2024-25.

RECOMMENDATION

Approval of Resolution 24-R-98.
