BACKGROUND
The City of Schertz Police Department has provided School Resource Officer services to SCUC ISD facilities for several years. Each year, the two entities renew an ILA to determine services and the rates to be paid for the provided services. Texas Education Code requires an armed officer at each school and SCUC ISD has elected to partner with the City of Schertz Police Department to provide these services. The contract provides ten SROs and two sergeants for the unit for ten months out of the year. Of those numbers, two SROs and one sergeant will be compensated for 12 months of the year. Additionally, per the Community Safety Education Act, SROs also provide instruction on proper interaction techniques with peace officers.
GOAL
The goal of this resolution is to renew the SRO ILA to ensure it is in compliance with state law and continue to provide Schertz PD officers as SROs on campuses within the school district.
COMMUNITY BENEFIT
The community will continue to benefit from this ILA by ensuring trained police officers are stationed at all SCUC ISD schools in the City of Schertz. This not only allows highly trained personnel to respond to any active threat, but also available for on campus crimes. The officers at these locations also engage in community policing practices with the students, staff, and parents and ensures we have good community relations with all stakeholders.

FISCAL IMPACT
The ILA proposes assigning two sergeants and ten officers to fulfill the role of SROs. The City of Schertz is reimbursed at a prorated compensation rate equal to a 10/12 (83.33%) proportion, with one sergeant and two officers reimbursed at a 12/12 (100%) rate. This compensation calculation cost for two sergeants and ten officers to be paid to the City of Schertz is $1,393,673.19 which includes salary, benefits, and patrol vehicle costs. There will be a small increase to the City of Schertz as the increase in wages and an additional SRO increases the cost during the summer. The City of Schertz share for summer salaries is $194,308.81.
