| Subject: | Reinstating one FTE position in the City Secretary Department |
BACKGROUND
Mayor Gutierrez presented the PowerPoint presentation on the Proposal for Additional Employee – City Secretary’s Office for the FY 2025-26 Budget.
The work in the City Secretary's office has resulted in a significant strain on current personnel, impacting efficiency and service quality. It has been increasing significantly over the past 5 years. The request is to reinstate 1 additional full-time position or budget for an additional staff member for the City Secretary's Office. The current staffing:in the CS Office is 2 full-time and 1 part-time (added in 2024-Records Management Coordinator position). In FY 2008-2009 there were 2 additional full-time employees that were assigned to the City Secretary's Office. Over the years, 1 of the positions was eliminated, and the other position was re-assigned to a different department.
The work assigned to the CS Office has increased over the years for several different reasons.

- Council increased from 5 Councilmembers to 7 Councilmembers
- The city's population has increased tremendously over the last 15 years
- The last 3 election cycles have included Run-Off and Special Elections
- The Records Management Program was re-assigned to the CS Office. It has not been actively worked on for many years.
