Subject: Resolution 25-R-104 – Authorizing a Task Order with Unintech Consulting Engineers, Inc. for Preliminary Engineering Services related to the Pickrell Park and FM 1518 Drainage Improvements (B.James/K.Woodlee/E.Schulze)

BACKGROUND

The low-lying areas around Pickrell Park and FM 1518 are within the Cibolo Creek floodway and 100 year floodplain.  The existing channels and culverts through the park and under FM 1518 are limited in their capacities and do not allow the area to properly convey stormwater to the creek in an efficient manner.  A preliminary engineering report will survey the area for existing topography as well as drainage structures and utilities, primarily sanitary sewer.  The report will provide preliminary layouts and estimates for drainage improvements and associated utility adjustments and relocations.  Staff will discuss options for proposed improvements with the consulting engineers and provide recommendations to City Council and Management for a proposed project to improve the drainage and any associated utility relocation.

GOAL

The goal of Resolution 25-R-104 is to authorize an agreement with Unintech Consulting Engineers, Inc. to prepare a Preliminary Engineering Report to assess the drainage through Pickrell Park to FM 1518.  The report will provide recommendations for proposed drainage improvements, as well as identify any sanitary sewer relocations that may be beneficial and possible after drainage improvements or may be necessary due to a conflict.
 

COMMUNITY BENEFIT

The preliminary engineering report will identify proposed improvements that can be made to improve the drainage conditions through Pickrell Park and across FM 1518.  The City's strategic objectives of maintenance of parks, drainage infrastructure, and city facilities are all supported by this project.

FISCAL IMPACT

The preliminary engineering fee is $41,987 with a not to exceed amount of $50,000.  Funding will be through drainage funds.  Funding for subsequent design services and proposed improvement construction will be by future bonds as allocated in the fiscal year 2025-2026 Capital Improvement Plan.
