Subject: Resolution 25-R-107 – Authorizing a Task Order with Unintech Consulting Engineers, Inc. for Professional Engineering Design Services related to the IH 35 Ground Storage Tank and Pump Station Project (B.James/K.Woodlee/E.Schulze)

BACKGROUND

The IH 35 elevated tank site is located adjacent to Freeway Manor approximately 1,700 feet northwest of the intersection of Old Wiederstein Rd and Dean Rd.  This elevated tank currently receives water through the distribution system from the East Live Oak Plant nearly 3 miles away.  The East Live Oak Plant needs to operate at over 100 psi in order to fill the 100 foot tall elevated tank which is located approximately 125 feet higher in elevation.  During periods of high water demand the distribution system struggles to provide an adequate supply of water into the elevated tank. The project proposes to construct a 3 million gallon ground storage tank and pump station adjacent to the existing IH 35 elevated tank site.  This will help alleviate the demand on the distribution system by providing not only addition storage capacity but it allows the system to fill at a lower operating pressure.  The pump station will be used to transfer water from the proposed ground storage tank into the elevated tank while also being able to operate at system pressures and flows to allow the elevated tank the ability to be taken offline for periodic maintenance such as painting and general inspections and repairs.

GOAL

The goal of Resolution 25-R-107 is to authorize an agreement with Unintech Consulting Engineers, Inc. to provide design, bid, and construction related professional services for a 3 million gallon ground storage tank and pump station at the IH 35 elevated tank site.  Professional services also include platting of the property and a design for access to the site to meet current City standards.

COMMUNITY BENEFIT

The proposed ground storage tank will be used to fill the existing IH 35 elevated tank and provide additional water storage capacity.  The new ground storage tank will receive water from the East Live Oak water plant.  The project will also include addressing some access issues to the water plant site.  This supports the City's strategic goal of infrastructure investment and the objectives of maintenance of water infrastructure and provision of an adequate water supply.

FISCAL IMPACT

The total base fee plus additional services amount is $728,068 with a not to exceed amount of $800,000.  Funding will be through bond funds and allocation of those funds for professional services, construction, and - if needed - land or easement acquisition is included in the fiscal year 2025-2026 Capital Improvement Plan.

RECOMMENDATION

Approve Resolution 25-R-107.
