BACKGROUND
The existing water line along FM 3009 from Four Oaks Lane to FM 2252 is an old asbestos cement (AC) water line. This aging infrastructure has experienced numerous failures that require emergency repairs to be made. Most of the valves along this section of line are beyond repair and parts are not available. This results in shutting down a larger portion of the system than is necessary when failures of the AC line occur. This line supports the Nacogdoches elevated water storage tank so it’s a vital component to the operation of the system. This project is proposed to replace the existing line with an 18 inch PVC water line including new valves and fittings where tie-ins are located with other existing lines that will remain in service. Additional easements will also be acquired to avoid installation within the TxDOT right-of-way.
GOAL
The goal of Resolution 25-R-108 is to authorize an agreement with Unintech Consulting Engineers, Inc. to provide design, bid, and construction related professional services for the replacement of an 18-inch water transmission main along FM 3009. Professional services also include the preparation and negotiation of easements along the route.
COMMUNITY BENEFIT
The proposed 18-inch transmission main will replace aging infrastructure that experiences frequent emergency repairs. The project supports the City's strategic goal of infrastructure investment and the particular objective of maintenance of the city's water infrastructure.
SUMMARY OF RECOMMENDED ACTION
Staff recommends approval of Resolution 25-R-108 authorizing the professional services task order agreement with Unintech Consulting Engineers, Inc. for the FM 3009 18-inch Transmission Line Replacement Project.
FISCAL IMPACT
The total base fee plus additional services amount is $431,752 with a not to exceed amount of $475,000. Funding will be through the bond funds and is allocated along with funding for construction and easement acquisition in the Fiscal Year 2025-2026 Capital Improvement Plan.
RECOMMENDATION
Approve Resolution 25-R-108.
