BACKGROUND
Schertz' residents benefit from access to ART (Alamo Regional Transit), a demand-response transit service operated by the Alamo Area Council of Governments (AACOG). In 2013, Schertz and AACOG entered into an interlocal agreement, allowing Schertz to receive ART services from AACOG. Users of ART benefit from the service by receiving curb-to-curb transportation service that takes passengers directly to their desired destinations, making it possible for users to be independent and improve their quality of life. This interlocal agreement with AACOG is amended annually to establish Schertz' financial contribution for the year. A match of $42,666 is required for both Fiscal Year 2025 and Fiscal Year 2026. The contribution amount has been unchanged since Fiscal Year 2020.
In 2022, in addition to the demand response service, ART began service of a fixed route serving Schertz and Cibolo known as the El Sereno Bus Route. This route runs once a week every Tuesday with operations between 8:00am and 4:00pm and is free to ride.
In Fiscal Year 2024, demand-response rides from Schertz amounted to 2,797 total trips, while in Fiscal Year 2025, this total changed to 2,224 total trips for a decrease of 20% in ridership between years. Ridership is primarily comprised of seniors above the age of 60, and primarily is used for medical or nutrition purposes. 92% of rides between both years completed on-time service performance, meaning passengers received service within 15 minutes of their scheduled pick-up time. The total operating cost to provide this service in Schertz was $125,250 in Fiscal Year 2024 and $108,197 in Fiscal Year 2025. In both years, Schertz contributed $42,666 which is matched by VIA Metropolitan Transit totaling a $85,332 contribution to the ART service. Each year, the remaining cost gap is funded by AACOG.

Enter into the agreement with AACOG for the ART service to provide transportation service for Schertz residents.

SUMMARY OF RECOMMENDED ACTION
Approval of Resolution 26-R-012 authorizing the City Manager to enter into the eleventh and twelfth amendment to the interlocal agreement with AACOG for ART service.
FISCAL IMPACT
Schertz' match will be $42,666 per fiscal year, which has been budgeted.
