BACKGROUND
At the Special City Council Meeting held on September 23, 2025, City Council discussed the Schertz Young Leaders (SYL) Program application process and provided direction to staff to consider modifications that would enhance resident representation while maintaining the program’s accessibility to both residents and non-residents.
In response, staff has updated the SYL application scoring rubric for the 2026–2027 program cycle. The revised rubric includes an additional one (1) point awarded to applicants who are residents of the City of Schertz. This adjustment is intended to provide a modest preference for resident applicants, while preserving an equitable and competitive selection process for all participants.
Staff believes this modification aligns with Council’s direction by encouraging increased participation from Schertz residents, while continuing to foster a diverse and inclusive program reflective of the broader community.
