BACKGROUND
Council approved an agreement with Halff Associates for design services for the West Dietz Creek Trail Project with Resolution 26-R-02. The original agreement was for a NTE amount of $331,319. At the time, it was unknown that ROW/Easement services would be needed, but after initial trail alignment was decided, it was determined that the trail needed to cross 2 parcels owned by neighborhood Homeowner's Associations (HOAs), and thus easements would be needed. Easement Acquisition and survey associated with those easements total an additional $58,208. The easements will be for Parcels 17917 and 14567. If the HOAs are amenable to outright acquisition of the entire parcel versus an easement, then the consultants will work to facilitate that.
There are also 2 parcels in the West Dietz Creek channel that are needed for the trail project and for the Live Oak Road extension to Maske Road street project. The Engineering Department will acquire those 2 parcels through that separate project.

GOAL
Authorize an amendment to the agreement with Halff Associates to add easement acquisition services for two parcels for the design and installation of the West Dietz Creek Trail.
COMMUNITY BENEFIT
The West Dietz Creek Trail Project will add a 1.73-mile trail to the Schertz Trail system, furthering recreational opportunities in the city. Resident surveys as well as the Parks, Recreation, Open Space, and Trails Master Plan consistently identify more trails as top priority for the community.
