BACKGROUND
Green Valley Special Utility District (GVSUD) holds retail water service Certificate of Convenience and Necessity (CCN) No. 10646, issued by the Public Utility Commission of Texas ("PUC") for the provision of retail water service to certain areas in and about Bexar, Comal, and Guadalupe Counties. The City of Schertz holds retail water service CCN No. 10645, issued by the PUC, for the provision of retail water services to certain areas in and about Bexar, Comal, and Guadalupe Counties. The boundaries of the Green Valley Special Utility District water CCN and the City of Schertz water CCN are adjacent to one another in various areas. The property owners of parcels generally located at the southwest corner of FM 1103 and Old Wiederstein Road requested and GVSUD has agreed to release approximately 13.98 acres of its water CCN and is requesting the City of Schertz provide retail water service. (The property is currently within the sewer CCN of the City of Schertz.)
GOAL
The goal of Resolution 26-R-082 is to authorize the transfer of water CCN from GVSUD (10645) to the City of Schertz (10646).
COMMUNITY BENEFIT
Cooperation with GVSUD to efficiently provide water service at a location where adequate City of Schertz facilities are already in place and where GVSUD is not able to serve without the construction of additional and redundant infrastructure works to continue a positive relationship with an important ally in the business of retail water service in the region.
SUMMARY OF RECOMMENDED ACTION
Staff recommends Council approve Resolution 26-R-082 authorizing execution of the water CCN transfer agreement from Green Valley Special Utility District to the City of Schertz for 13.98 acres and allow GVSUD to petition the PUC to amend the water CCN.
