BACKGROUND
The City Council held a Workshop Meeting on June 16, 2026, to discuss and codify the City Council Liaison selection process.
Historical records indicate that on July 22, 2022, Council approved Ordinance 22-M-29 which added Section 5.3 - Appointment Procedures for City Council Liaison Positions to the City of Schertz Boards, Commissions, and Committees to the Council Rules of Conduct and Procedure.
On November 14, 2023, Council approved Ordinance 23-M-28, which amended Article 2 - General Rules and Article 12 - Citizen Rights. However, the Council Rules of Conduct and Procedure attached to that ordinance did not include Section 5.3, which had been adopted by Ordinance 22-M-29. Likewise, the subsequent amendment approved on February 17, 2026, through Ordinance 26-M-028, adding Article 14 - Council Training and Travel Policy also did not include Section 5.3.
As a result, the current version of the Council Rules of Conduct and Procedure does not contain provisions governing the appointment procedures for City Council Liaison positions.
The revisions recommended by City Council during the June 16, 2026, Workshop Meeting are documented in the workshop meeting minutes included in the agenda packet and have been incorporated into Ordinance 26-M-029 for Council consideration.

GOAL
To document the functions, responsibilities, and appointment process for Council Liaisons in a single, centralized policy by consolidating the Council Liaison provisions contained in the Code of Ethics, adopted by Ordinance 18-M-06, with the appointment procedures for City Council Liaison Positions contained in the Council Rules of Conduct and Procedure, adopted by Ordinance 22-M-29, and incorporating the City Council's recommendations from the June 16, 2026, City Council Workshop Meeting.
The consolidated policy establishes a single, comprehensive set of provisions governing Council Liaison appointments, duties, and conduct.

COMMUNITY BENEFIT
The City Council Liaison policy governs the relationship between the City Council and the City's Boards, Commissions, and Committees by establishing liaison duties, authority, limitations, conduct, expectations, and communication responsibilities. By clearly defining these roles and responsibilities, the policy promotes consistent governance and transparency in the City's advisory board and commission processes, providing residents of Schertz with a clearer understanding of how the City Council interacts with the Boards, Commissions, and Committees.
SUMMARY OF RECOMMENDED ACTION
Approve Ordinance 26-M-029 adopting the Council Liaison Policy, which consolidates the Council Liaison provisions from the Code of Ethics and the Council Rules of Conduct and Procedure into a single policy, incorporates the City Council's recommendations from the June 16, 2026, Workshop Meeting, and establishes the functions, responsibilities, conduct, and appointment procedures for Council Liaisons.
RECOMMENDATION
Approve Ordinance 26-M-029 adopting the incorporation of Section 5.3 - Appointment Procedures for City Council Liaison Positions into the Council Rules of Conduct and Procedure.
