Subject: Resolution 26-R-108 – Authorizing a contract with RL Jones, LP for the IH-10 Water Main Replacement: Graytown to Pfeil Rd Project (Senior Engineer Eric Schulze)

BACKGROUND

The City’s Capital Improvement Plan (CIP) has identified the need for a new water line in southern Schertz between Lower Seguin and Ware Seguin and along IH-10 between Graytown and Pfeil Rd.  This CIP project is described as the Ware Seguin/Lower Seguin/Graytown/Pfeil Loop Lines.  Negotiations for an easement needed for the line segment from Lower Seguin to Ware Seguin are ongoing so construction is only moving forward at this time on the line from Graytown to Pfeil.  This project is the construction of a 12-inch water main along IH-10 that will allow for a more efficient and looped water distribution system in this area of the City.  The other line segment will be bid and constructed separately. 
 
Bids for the IH-10 Water Main Replacement: Graytown to Pfeil Rd Project were opened on August 27, 2026.  Five bids were received.  Of the bids, the lowest bid was from RL Jones, LP.  Staff has reviewed the bids and supporting documentation and determined that the bid from RL Jones, LP is acceptable.

GOAL

To obtain authorization from Council to execute a contract with RL Jones, LP for the construction of the IH-10 Water Main Replacement: Graytown to Pfeil Rd Project.

COMMUNITY BENEFIT

The water project will replace an undersized 2” water line with a 12” main and create a looped water system between dead-end mains along IH-10 between Graytown and Pfeil Rd providing better flow conditions and system redundancy. 

SUMMARY OF RECOMMENDED ACTION

Staff recommends that Council authorize execution of the construction contract for the IH-10 Water Main Replacement: Graytown to Pfeil Rd Project to RL Jones, LP for $894,164, with an amount not to exceed $1,000,000. 

FISCAL IMPACT

The cost of the project shall not exceed $1,000,000.  CO 2018 Bonds will provide the project funding.

RECOMMENDATION

Approve Resolution 26-R-108.
