Subject: Resolution 26-R-109 – Authorizing a Task Order Agreement with Utility Engineering Group, PLLC for Professional Engineering Services related to the North Area Sewer Service Study (Senior Engineer Eric Schulze)

BACKGROUND

The City’s northern sewer collection system utilizes 12 existing lift stations to pump sewage through associated force mains and gravity collection systems to finally discharge to either Cibolo Creek Municipal Authority (CCMA) or New Braunfels Utility (NBU) for final treatment.  The largest lift station is the Northcliffe Lift Station that receives flow from all of the other lift stations in northern Schertz.  A capital improvement project (CIP) has been established and funded to upgrade that lift station.  This study is the first step toward that necessary upgrade.

Continued growth along the IH 35 corridor is placing a strain on the lift stations' overall capacities.  The proposed study is to determine the existing pumping and storage capacity of each lift station as well as the force mains and receiving gravity mains.  Short- and long-term improvements needed to serve the collection system's demands will be identified, which will include estimated costs for upgrades.

GOAL

The goal of Resolution 26-R-109 is to authorize an agreement with Utility Engineering Group, PLLC for professional services to analyze and provide recommendations for lift station capacity and upgrade options for the northern Schertz sewer service area.

COMMUNITY BENEFIT

The study will identify short-term and long-term sewer lift station capacity and upgrade options which will allow the City to maintain compliance with TCEQ regulations as growth from development continues.

SUMMARY OF RECOMMENDED ACTION

Staff recommends approval of Resolution 26-R-109 authorizing the professional services task order agreement with Utility Engineering Group, PLLC for the North Area Sewer Service Study for $169,450, with an amount not to exceed $185,000. 
 

FISCAL IMPACT

The cost of the project shall not exceed $185,000.  Services will be paid from the Northcliffe Lift Station Upgrade budget, which is funded with Sewer Impact Fees and bonds planned for FY 2026-27.

RECOMMENDATION

Approve Resolution 26-R-109.
