Subject: Resolution 26-R-112 - Approving a Schertz Main Street Local Flavor Economic Development Grant for 519 Main Street (Deputy City Manager Brian James)

BACKGROUND

The owner of Schertz Bank and Trust at 519 Main Street has applied for a Main Street Local Flavor Economic Development Grant for roof and parking lot resurfacing work. The cap for Main Street Local Flavor Economic Development Grants for an existing structure is up to $40,000 over a 5 year period. The cost of the work is well in excess of the $80,000.00 needed to receive the maximum amount of this 50/50 matching grant. 

GOAL

Highlight the history and culture of the City of Schertz to tourists and  residents. Promote and enhance commercial activity along Main Street to promote the economic, cultural and general welfare of the public. The area around Main Street in Schertz once served as the commercial and social hub of the community. The City seeks to improve the image of the area around Main Street through matching grants that promote local economic development and stimulate business and commercial activities. 

COMMUNITY BENEFIT

Recognize structures of significance to the community’s past. Encourage the attraction of small businesses that will create local charm and help develop a sense of place around Main Street. Promote commercial development. Stabilize and improve property values. Foster civic pride. Strengthen the economy of the City by protecting and enhancing the attractiveness of the Main Street area to residents and visitors, as well as provide support of local businesses. 

SUMMARY OF RECOMMENDED ACTION

Approval of Resolution 26-R-112 authorizing a Schertz Main Street Local Flavor Economic Development Grant for up to $40,000.00 for 519 Main Street.

FISCAL IMPACT

Up to $40,000.00. If all $40,000.00 is paid, this property will cap out on the local flavor grants (and has capped out at the Historic Preservation Grant). Currently, there is one other outstanding Main Street Local Flavor Grant for up ot $11,837.76 and one Historic Preservation Grant for up to $9,125.00. There is $58,284.85 remaining in FY 2025-26 Budget for this proposal and $50,000 is budgeted for FY 2026-27.
