Discussion and possible action on any and all matters regarding a contract with James Davey and Associates, Inc. for construction inspection and administration services for International Plaza I Improvements. (Jenny Torres, Economic Development Manager)

The City of San Luis was awarded a Community Development Block Grant from the Arizona Department of Housing for International Plaza I Improvements (CDBG Agreement No. 136-18). The improvements consist of but is not limited to removal and replacement of 200 linear feet of 8” diameter sewermain, paving approximately 2,000 lineal feet of full roadway width, miscellaneous replacement of concrete roll curb and gutter, and sidewalk, ADA compliant sidewalk ramps, concrete driveway entrances, cross gutters, and construction of 2 storm drain headwalls and outlet pipe. Project also includes adjusting existing water valves and 5 sewer manholes with new frame and covers, installations of survey monuments, permanents pavement marking, and other work incidental to the project as specified in the contract documents and project plans.

James Davey and Associates designed the project, therefore, staff recommends the approval of a contract for the construction inspection and administration services in the amount of $36,296.00.  James Davey and Associates, Inc. is a provider on the on-call engineering services list, per Resolution No. 1143 and was selected after a request for qualifications went out.  Under ARS §34-103(B) Engineering Contracts do not require bidding under $500,000.00 and the San Luis City Code-Purchasing §36.08 allows professional services in excess of $15,000.00 without bidding if approved by City Council.
