Discussion and possible action on any and all matters regarding a software contract with Benchmark Analytics to better manage officer and civilian staff performance, training and policy storage and delivery to the San Luis Police Department.  (Richard Jessup, Chief of Police)

The San Luis Police Department, under the recommendation of its most recent organizational assessment conducted by LD Consulting, has identified a top-to-bottom police force management system (Benchmark Analytics® ) that integrates with our current Record Management System and Computing Aided Dispatch System (CAD).  This will better manage internal affairs, use of force incidents, community engagements, officer and civilian staff performance and behavior evaluations that serves as a first sign early intervention system, training, and policy storage and delivery to the San Luis Police Department.
 
Benchmark Analytics top-to-bottom police force management system would aid the San Luis Police Department to stay in compliance with FBI UCR Program use of force incident reporting requirements and those set by the Arizona Law Enforcement Accreditation Program (ALEAP) to achieve program accreditation.

The San Luis Police Department would like to engage in contracting police force management system services from Benchmark Analytics for $5,000.00 for the first year and  $7,500.00 every year thereafter with a possible 4.0 percent per year increase.
