ITEM:

Discussion and possible action on any and all matters regarding Order No. 2019-7.  An order of the Mayor and City Council of the City of San Luis, Arizona declaring the Employee Benefits Plans a public record; approving the Employee Benefits Plans for the fiscal year 2019-2020 for administration by the San Luis Employee Benefits Trust; providing for repeal of conflicting actions of City Council; providing for severability; and establishing an effective date for the plans.  (Edgardo Carbajal, HR Recruitment Coordinator and Maria Muñoz, HR Benefits Coordinator)

SUMMARY:

The PowerPoint presentation from the Budget Meeting on April 26, 2019 (2019 Renewal Presentation), the Benefit Plan Documents and the 2019 amendments are attached.

Background
Consultant and Benefits Broker Susan Posada negotiated the Employee Benefits Plans for the 2019 - 2020 Fiscal Year.  
 
At the April 26, 2019,   Budget Meeting of  the City Council, Ms. Posada and EBSO Representative Robert Flunker presented a summary of the plans. The presentation included a detailed PowerPoint advising the City Council of the benefits proposed for the employees' benefit plans the costs involved and historical cost comparisons.
 
The amount allocated in the final budget for the benefits plan is $2,662,400.00
 
Recommendation of the Trust and Staff
The final plan went to the San Luis Employees Benefits Trust on April 24, 2019, and the Trustees approved plan changes that were presented to City  Council on April 26, 2019, at the budget meeting. The benefit plans and the amendments for the 2019-2020 fiscal year are attached to this agenda item.

Staff recommends approval of the employees' benefit plans to be administered by the San Luis Employee Benefits Trust and City Staff for the Fiscal Year 2019-2020 and to make it effective on July 1, 2019

This item is the approval of the 2018-2019 Employee Benefits Plan only. The allocation of $2, 653,910 to the Trust Fund was passed as part of the final budget for Fiscal Year 2018-2019.
