SUMMARY:
Background
The City has experienced the development of properties wherein a subdivision is not involved, yet the development generates traffic. These properties cause a need for major infrastructure improvements to accommodate the development and to deal with the new demands created by the increase in traffic due to that development.
How the Ordinance will fit into the San Luis City Code
Public Works Standards
The city has formally adopted Public Works Standards. Standard Number 2-100 of these Public Works Standards provide guidelines for Traffic Impact Studies. The standard requires a traffic study if the development or modification to development are expected to generate 100 or more additional trips during any hour. The amount of traffic expected to be generated by the development must be determined using the procedures in "Trip Generation," current edition, published by the Institute of Transportation Engineers.
General Plan
The Ordinance prohibits school zones and school crossings on existing and future arterial roads. Exhibit 4.1 of the General Plan's Transportation Circulation Plan shows the current arterial roads in the color green on the attachment.
Building Regulations
The Ordinance amends the Building Regulations because it deals with developments which are not part of a zoning conditional use permit, subdivision, lot tie or lot split.
The purpose of this ordinance is to:
(1) augment the adopted public works standards,
(2) make it clear when a traffic study will be required and
(3) make it clear that the developer must build appropriate infrastructure at the cost of the developer.
