Discussion and possible action on any and all matters regarding authorization to purchase new tasers with associated warranty and replacement cartridges using Fiscal Year 2020 Capital Project Budgeted funds. (Richard Jessup, Chief of Police)
SUMMARY:
The San Luis Police Department is seeking approval for the purchase of 41 new tasers. These tasers would replace our current tasers, which are becoming obsolete. The funds for the purchase of these tasers were approved as a Fiscal Year 2020 Capital Project to update our current model tasers. $58,000 was allocated for the update. The San Luis Police department was recently informed that the taser company will no longer be making our current model tasers, or any replacement parts or cartridges. The law requiring the purchase of body cameras that required us to have the funds allocated was not passed. We are requesting that the funds for the body cameras be spent on replacing all of the tasers. The allocated amount for the body cameras was $135,230.00. We would use these funds plus $24,257 from special revenue account 250-181-9000.118 to pay for the full 5-year contract with AXON. The first payment option for the purchase is a 5-year payment plan, with an annual payment amount of $31,901.56 for the first year, and $31,896.36 every year after for 5 years. The second payment option is to pay in full the total amount of $155,764.54 for a savings of $3,722.46. Both options include a 5-year warranty and all cartridge replacement for 5 years.
RECOMMENDATION / SUGGESTED MOTION:
I MOVE TO APPROVE THE PURCHASE OF THE EQUIPMENT AS PRESENTED.

FISCAL IMPACT STATEMENT (IF THIS IS A BUDGET TRANSFER, YOU MUST ATTACH THE BUDGET ADJUSTMENT FORM):
CIP project requested for Fiscal Year 2020 to update all tasers. Current tasers will be obsolete. Replacing all tasers for an annual cost of $31,901.56 every year for 5 years. Annual fee includes tasers, warranty, and replacement cartridges. Funds were granted to Police Department in CIP budget for body cameras in the amount of $135,230.00. We would like to use the funds for the body camera project to complete the taser project. $135,320.00 to be taken from 100-999-90020 and $24,257.00 to be taken from 250-181-90000.118.
