ITEM:
Discussion and possible directions to staff on any and all matters regarding the possibility of a new park area for the community on County 24th Street between Avenues E and F. (Lizandro Galaviz, Director of Parks & Recreation)
SUMMARY:
Background
The Comite De Bienestar ("Bienestar) has an option to purchase 40 acres from Border Ranches, L.L.C., for a future residential subdivision, Bienestar 11. The property is on the south side of County 24th Street with the residential subdivisions of Bienestar 10 on the west side, Belleza Del Desierto on the east and Santa Cecilia 2 subdivision on the north. The location has close access to Avenue F. Bienestar must exercise its option to purchase by purchasing the entire 40 acres and must do so before about December of 2020, or the option price will increase. The Comite De Bienestar has approached staff about selling at Bienestar's cost (without any markup) 20 acres to the city for a park. Bienestar is offering the north half (20 acres) of the 40-acre parcel. In return, the Comite De Bienestar would like to have its retention basin of 0.92 of an acre in the southern boundary of the 20-acre park (tentative concept for the subdivision attached).

Parks & Recreation Ideas
There is a need for more parks in San Luis for the community to enjoy and to provide more recreational activities. Other than retention basins, the numerous new residential subdivisions in the east mesa have not provided for parks. Joe Orduño Park is at capacity and is only 10 acres, including roads and parking. The Parks & Recreation Department has generated some preliminary ideas for the 20 acres. The park would need five (5) of the 20 acres for parking, 0.92 for the retention basin to serve the future Bienestar 11 subdivision. Staff will present ideas for the park.

The staff is not looking to fund the improvements to the 20-acres now. The staff presents to Council this opportunity to acquire the land at the option, discounted price.

FISCAL IMPACT STATEMENT (IF THIS IS A BUDGET TRANSFER, YOU MUST ATTACH THE BUDGET ADJUSTMENT FORM):
The option price is $34,000 per acre times 20 acres equals $680,000.
Bienestar would like to use an escrow account so that the purchase money from both Bienestar and the City of San Luis would go to Border Ranches L.L.C. (Josh Meyer) at the same time. Bienestar is a non-profit and obtains funding from grants and other sources. Bienestar has indicated that its financing would be ready in three (3) to six (6) months. It is likely that in order to take advantage of this opportunity, San Luis may need to change priorities for development fees (possibly amending the Infrastructure Improvements Plan) and/or change priorities for the general funds.
