ITEM:
Discussion and possible directions to staff on any and all matters regarding a proposed ordinance for the safety of the use of the curbs at the border for taxi businesses. An ordinance of the Mayor and City Council of the City of San Luis, Arizona amending the City Code, Chapter 112, Transportation Business Regulations to provide for a border area zone and a system of issuance and regulations for border area taxi vehicle permits to operate within said zone; renumbering certain sections within Chapter 112; repealing any conflicting provisions; and providing for severability. (Richard Jessup, Chief of Police; Angel Ramirez, Fire Chief; and Eulogio Vera, Director of Public Works)
SUMMARY:
Due to the congestion of vehicle traffic and pedestrian traffic in the border area of the Port of Entry #1 (POE1), staff is concerned for the safety of people traveling and walking through the area. Much of the congestion is due to the concentration of taxis and liveries in the border area of POE1.
The proposed ordinance seeks to make the area safer by creating a border zone, and the ordinance will limit the number of taxis and liveries solely in the border zone, all other areas of the city will not be limited. To limit the number of vehicles using the city's curbs and rights of way in the border zone, the ordinance sets up a permitting system which allows businesses who have a physical business and dispatch center in the City of San Luis and have a certain number of vehicles in service for that business.
