ITEM:

Discussion and possible action on any and all matters regarding Resolution No. 1122.  A resolution of the Mayor and Council of the City of San Luis, Arizona approving the authorization to enter into an Intergovernmental Agreement with Arizona Western College for Field Internship Training. (Hank Green, Fire Chief)

SUMMARY:

Arizona Western College (AWC) is requesting an intergovernmental  agreement (IGA) with the City of San Luis Fire Department to provide field internship training opportunities for students enrolled in their Fire and EMS Academies.

EMS Cadets are required to participate in a Clinical and Field Internship training during either of the Emergency Medical Training (EMT) or Paramedic training programs.  Such experience and exposure in the real world provides them with a different perspective and application to their classroom experience.  Clinical experience is obtained through Yuma Regional Medical Center (YRMC) and is related to the divisions within YRMC, such as Emergency Department, Labor and Delivery.

Field Internship experience is provided through a cooperative effort with Pre-Hospital providers, such as the City of San Luis Fire Department.  EMT Cadets and Paramedic Interns schedule their time with these providers where they observe the EMS service delivery models of Yuma County EMS providers.  Each agency provides a unique perspective and different experience to these students.

Our frequency of Emergency Medical Service (EMS) calls, in conjunction with the associated patient contact/transport times of these events provides EMS students with a unique perspective of a career in Pre-Hospital EMS.  Students will gain, at a minimum, the insight to Pre-Hospital Emergency Medical Services through observation of procedures and actions of SLFD personnel.  Paramedic Interns will have the opportunity to practice Advanced Life Support (obtain patient information and start IV's) and Advanced Cardiac Life Support skills (administer cardiac medications and interpret EKGs) under the direct supervision of SLFD Paramedic Preceptors.

Fire Cadets will accompany SLFD crews during routine and emergency events to obtain the perspective of daily life and activities of fire department personnel and the application of classroom theory to daily activities of SLFD fire crews.  Fire Cadets WILL NOT be allowed to perform any firefighting activities.  All students will follow SLFD directives regarding observation of activities, maintenance of patient confidentiality and length of ride time with SLFD.  In general terms, students will be scheduled between the hours of  8:00 a.m. to 10:00 p.m..  Cadets and Interns will not be permitted into any unsafe areas or locations.

SLFD will be requesting approval of the IGA with AWC at the November 10, 2015 meeting.

I MOVE TO APPROVE AND ADOPT RESOLUTION NUMBER 1122.
