ITEM:
Discussion and possible directions to staff on any and all matters regarding a proposed city ordinance that increases the minimum legal sale age for tobacco products from 18 to 21 to include cigarettes, e-cigarettes, chewing tobacco, snuff, snus and liquids used in electronic smoking devices. (Council Member Africa Luna-Carrasco; Kay Marion Macuil, City Attorney)
SUMMARY:
The public health measure is intended to reduce the number of young consumers of tobacco products and, in time, reduce overall tobacco addiction. Nicotine is highly addictive, and the adolescent brain is more susceptible to it. By increasing the minimum age, we could help delay the age of first tobacco use and reduce the risk of becoming a regular smoker. According to the Center for Disease Control and Prevention, Tobacco is the leading cause of preventable disease, disability, and death in the United States.
