Discussion and possible action on any and all matters regarding a contract with Berkeley Research Group, LLC., associated with the Development of Feasibility Study for Natural Gas in San Luis, Arizona. (Jenny Torres, Economic Development Manager)
SUMMARY:
The City of San Luis was awarded a technical assistance grant in the amount of $161,050.00 from the North American Development Bank (NADB) to develop a Natural Gas Feasibility Study in San Luis, Arizona. The purpose of the study is to review and evaluate the feasibility of developing a project to install the necessary infrastructure for natural gas supply and distribution grid in the communities of San Luis, Arizona, and San Luis Rio Colorado, Sonora, Mexico. The City of San Luis solicited consulting services on May 16, 2019. Staff received three (3) proposals from qualified consulting firms. The project's review committee ranked and selected Berkeley Research, LLC, and determined it to be the most qualified bidder. Under our purchasing code section 36.04, the lowest responsible bidder is considered to have the ability, capacity, and skill of the bidder to perform the contract or provide the service required.
As reported at the November 26, 2019, Special Council Meeting, the company changed names during this process and wished to make some changes to the contract. Staff anticipates that the negotiations will be finalized for the December 23, 2019, Special Council meeting, a draft contract is attached.
Staff recommends awarding the contract to Berkeley Research Group, LLC., to develop the feasibility study in the amount of $178,944.00.
RECOMMENDATION / SUGGESTED MOTION:
I MOVE TO APPROVE THE CONTRACT WITH BERKLEY RESEARCH GROUP, LLC IN THE AMOUNT OF $161,050.00 LLC, AS PRESENTED.
