ITEM:

Discussion and possible directions to staff on any and all matters regarding authorization to purchase full riot gear and active shooter equipment for the San Luis Police Department using Fiscal Year 2019-2020 Capital Projects budgeted funds.  (Richard Jessup, Chief of Police)

SUMMARY:

The San Luis Police Department is seeking approval for the purchase of full riot gear/active shooter equipment. The riot gear is designed to protect Police Officers from blunt force trauma, hard blows, and penetration from sharp objects. It will also include items to protect Police Officers from fire and other hazardous situations. All gear has passed rigorous standards of the most elite law enforcement agencies, for quality, operational flexibility, protection area, energy absorbency, and fire resistance. 

Full gear will include, ballistic plates and carriers, swat helmets, red dot sights and holsters, headsets and radios, riot suits, full combat helmets and face shields, handguns, and rifles. 

A quote and a sole source letter were obtained for rifles. The Patrol Rifle Three XL will be a total of $29,766.10

Three (3) quotes were obtained for riot bodysuits and shields. The lowest quote in the amount of $10,026.24 from Federal Eastern International will be used.

Three (3) quotes were obtained for headsets and radios. The lowest quote in the amount of $9,753.55 from Federal Eastern International will be used.

Three (3) quotes were obtained for sights and holsters. The lowest quote in the amount of $6,323.08 from Diamondback Police Supply Co. will be used. 

A quote was obtained from Diamondback Police Supply Co., who holds the state contract, for handguns. The cost will be $5,247.71

Three (3) quotes were obtained for ULW Ballistic Helmets. The lowest quote in the amount of $9,177.75 from Federal Eastern International will be used. 

Three (3) quotes were obtained for riot face shields and helmets. The lowest quote in the amount of $3,637.25 from Federal Eastern International will be used. 

Three (3) quotes were obtained for ballistic plates and carriers. The lowest quote in the amount of $14,663.35 from Botach will be used. 

The total amount needed for all purchases is $88,595.03. Capital Improvement Project (CIP) funds awarded was $89,000.00.
