ITEM:

Discussion and possible directions to staff on any and all matters regarding the application to the COPS-CHP-Application-2020 from the San Luis Police Department.  (Richard Jessup, Chief of Police)

SUMMARY:

The San Luis Police Department (SLPD) is currently in the process of applying for several COPS grants for the purpose of establishing two (2) new School Resource Officers (SRO) for both San Luis Middle School and Southwest Junior High.  The Police Department, Economic Development, and Finance Department all contributed to the information given to the Gadsden School District #32 for their grant application for seven (7) school counselor positions and two (2) SRO positions.  They received the seven (7) school counselor positions and were denied the two (2) SRO positions.
 
The Police Department met with the school district grant writer, as well as district administration as to our application and process to obtain funding for these two (2) SRO positions.  The deadline for this application is March 11, 2020, and all of the city personnel involved in this process have been very busy with making the necessary changes to both the Department of Justice (DOJ) and GRANTS.GOV sites to upload and create the workspace for the information to be uploaded for grant consideration.
 
Should the application be awarded, SLPD and the city would be responsible for the following:
  • 25% match funding for a new position at an entry-level rate for each of the grants three (3) year award.
  • After three (3) years, grant renewal application is completed and if awarded, the same department responsibility is required.
  • If not awarded, the position goes away and the employee returns to regular duties or absorbed into the SLPD budget or termination based upon lack of funding.
 The purpose of this work session is to give City Council an update on what transpired with the school district application (attachments), and the goals of SLPD.

FISCAL IMPACT STATEMENT (IF THIS IS A BUDGET TRANSFER, YOU MUST ATTACH THE BUDGET ADJUSTMENT FORM):

  • 25% match funding for a new position at an entry level rate for each of the grants three (3) year award.
  • After three (3) years, grant renewal application is completed and if awarded, the same department responsibility is required.
  • If not awarded, the position goes away and the employee returns to regular duties or absorbed into the SLPD budget or termination based upon lack of funding.

If the grant is awarded, funds will be budgeted accordingly in the next three (3) years beginning with Fiscal Year 2021.
