Discussion and possible action on any and all matters regarding a contract with James Davey and Associates, Inc., to provide engineering services for a master drainage plan for downtown San Luis. (Jenny Torres, Economic Development Manager)
SUMMARY:
The Economic Development Division will be focusing on revitalizing downtown San Luis. One of the major concerns and complaints we received from businesses is the drainage problems. The intent of the master plan is to minimize or eliminate the onsite retention of stormwater while providing adequate overall stormwater drainage. The area of focus will include the border to the South, Cesar Chavez Boulevard to the North, Mesa Street to the West and 4th Avenue to the East. The proposal includes surveying and mapping of the downtown area, preparing a facility inventory, identifying and mapping a hydrological analysis, analyzing existing drainage conditions, and proposing drainage options and improvements. James Davey and Associates, Inc. is a provider on the on-call engineering services list, per Resolution No. 1143.
RECOMMENDATION / SUGGESTED MOTION:
I MOVE TO APPROVE THE CONTRACT FOR JAMES DAVEY AND ASSOCIATES, INC., IN THE AMOUNT OF TWENTY-SEVEN THOUSAND THREE HUNDRED AND EIGHTY DOLLARS ($27,380.00) FROM THE BUDGET ALLOCATION FOR A GRANT CONSULTANT FOR THE REASONS PRESENTED AT THE MARCH 4, 2020, CITY COUNCIL WORK SESSION.

FISCAL IMPACT STATEMENT (IF THIS IS A BUDGET TRANSFER, YOU MUST ATTACH THE BUDGET ADJUSTMENT FORM):
The city allocated $50,000.00 to contract with a grant consultant to submit an application for the Build grant. Staff will not be submitting the application this fiscal year and is requesting to use $27,380.00 of the allocated funds to fund the stormwater drainage project.
