ITEM:

Discussion and possible action on any and all matters regarding a contract between the City of San Luis and Greater Yuma Port Authority in participating in the Economic Strength Program Grant (ESP) from the Arizona Department of Transportation (ADOT) and Arizona Commerce Authority (ACA) for the construction of infrastructure improvements to the Magrino Industrial Park.  (Jenny Torres, Economic Development Manager)

SUMMARY:

On June 10, 2020, the City of San Luis worked with the Greater Yuma Port Authority (GYPA) to submit an application for a competitive Economic Strength Program grant to the Arizona Commerce Authority (ACA) and Arizona Department of Transportation (ADOT) for $500,000.00 in support of infrastructure improvements to the Magrino Industrial Park. The project is a public/private partnership between the City of San Luis and GYPA.

The total cost of the project including paving and underground work is estimated to cost approximately $1.3 million dollars. The ESP grant will provide $500,000.00 in grant funds and GYPA will provide the 10% match. The GYPA plans in reinvesting its land sales proceeds for the construction of the overall project. The grant funds will cover the paving of approximately 3320 LF of 57 feet wide dedicated public roadway in Magrino Industrial Park Unit No. 3. The project presents an opportunity to improve access to the industrial park and expand available industrial parcel options adjacent to the Commercial Port of Entry. The City of San Luis will be the applicant for the grant and will be responsible to administer the grant and oversee the construction of the project. GYPA will be the co-sponsor and agreed to pay for all funds require for the project including, but not limited to the cost of hiring a construction administration firm, and pay for all city fees and permits.

The project will support the creation of 111 jobs and estimated to have a total economic impact of $9 million dollars to the region. The staff recommends approval of the contract between the City of San Luis and Greater Yuma Port Authority.

RECOMMENDATION / SUGGESTED MOTION:

I MOVE TO APPROVED CONTRACT BETWEEN THE CITY OF SAN LUIS AND GREATER YUMA PORT AUTHORITY.

If the City of San Luis is awarded the $500,000.00 ESP grant and the GYPA will provide the $50,000.00 match, the City will be resonsible to manage the grant funds and any other funds provided by the GYPA to oversee the entire project.
