Discussion and possible action on any and all matters regarding the authorization to approve Western Water Works for the required sampling for the Water Division for the remaining of the Fiscal Year 2021-2022. (Eulogio Vera, Director of Public Works)
SUMMARY:
Staff received a sampling estimate from Western Water Works for the remainder of Fiscal Year 2021. Public Works Department, Water Division, recommends waiving formal procurement procedures as allowed under San Luis Purchasing Code Section 36.01(H). Waiving formal purchasing procedures is justified, in efforts to maintain testing continuity and ADEQ compliance.
Western Water Works has been providing a professional and timely service keeping the City of San Luis in compliance with ADEQ regulations for more than 20 years. Their personnel have provided excellent support going beyond their work responsibility in regard to documentation, updates/changes, issues with some residents and cost savings via email, phone call or in-person when requested. It is important to have continuity in both testing as well as consultation with respect to maintaining the Water Division’s Arizona Department of Environmental Quality compliance regimen. This service is akin to a professional service where it is critical to deal with a consultant who is familiar with San Luis Public Works operations so that there is a certain consistency. This has been our provider for years, and to switch to a different consultant who would need to learn San Luis risks maintaining the necessary water quality pursuant to the Clean Water Act and related State and Federal regulation.

RECOMMENDATION / SUGGESTED MOTION:
I HEREBY MOVE, FOR THE REASONS STATED, TO WAIVE FORMAL PURCHASE PROCEDURES TO ACQUIRE THE SERVICES OF WESTERN WATER WORKS TO PROVIDE CONSULTATION AND TESTING FOR THE WATER SERVICES DIVISIONS FOR THE CURRENT FISCAL YEAR AND FOR FISCAL YEAR 2021-2022.
