Discussion and possible action on any and all matters regarding contracting CXT Incorporated for the Bienestar 9B restroom project.  (Lizandro Galaviz, Director of Parks & Recreation)

The Parks & Recreation Department has been in communication with CXT Incorporated in regard to the restroom project for the Bienestar 9B park.  Per their description, CXT Precast Concrete Products manufactures restroom, shower & concession buildings in multiple designs, textures, and colors.  CXT Incorporated is a business that has vast experience in the manufacture and installation of restroom facilities, and staff would like to work with them for the 9B restroom project.  Also, CXT purchases can be done through Sourcewell to meet the City of San Luis procurement policies. 

Staff would like to present to Mayor and City Council a potential design and price information so the restroom project can begin. The plan that has been proposed is called Cortez, which is described as a standard restroom building that includes simulated barn wood texture walls, simulated cedar shake textured roof, vitreous china fixtures, interior and exterior lights.  This restroom building can be offloaded and set up at the desired spot.  This potential design is being quoted at $65,600.38.  Description & reference drawings are attached to this agenda item. 

The construction of a restroom facility for the Bienestar 9B Park has been approved as a capital improvement project for the fiscal year 2020-2021.  For this specific project, the Parks Department was budgeted $60,000.00; however, the quote from CXT Incorporated is over budget by $6,600.38.  Staff has been discussing this matter with the Finance Department and there are impact fee funds to cover this plus about $3,000 for installation. This will take away from funding available this year to develop the park project on County 24 Street. However, that project is delayed.
