ITEM:

Discussion and possible action regarding Resolution No. 2152. A resolution of the Mayor and City Council of the City of San Luis, Arizona, setting the Border Area Taxi Vehicle Permit Fee; repealing any conflicting provisions; providing for severability; establishing an effective date; and declaring an emergency (Kay Marion Macuil, City Attorney)

SUMMARY:

At the January 6, 2021, Work Session, three taxi regulations were under discussion, including a resolution to extend the $50 Border Area Taxi Permit Fee through 2021.  At the December 22, 2020, Special Council Meeting, Council passed a $24 fee going forward. (Please see the attached map for the Border Area previously designated in Ordinance No. 393). Since the extension must take effect immediately, because the fees with the grace period are due at the end of January, there is insufficient time to wait the usual 30 days.  Therefore this item is to take effect immediately.

In order to take effect immediately as an emergency measure, there must be 6 votes in favor.

RECOMMENDATION / SUGGESTED MOTION:

I MOVE TO APPROVE RESOLUTION NO. 2152 AND DECLARE AN EMERGENCY.

FISCAL IMPACT STATEMENT (IF THIS IS A BUDGET TRANSFER, YOU MUST ATTACH THE BUDGET ADJUSTMENT FORM):

This Resolution extends the $50 Border Area taxi vehicle permit fee paid in 2020 for 35 vehicles through the end of 2021. It sets the fee at $24 after 2021. The change in fees will have little impact on revenue but will help defray the costs of administering the permit.
