ITEM:

Discussion and possible directions to staff on any and all matters regarding a contract between the City of San Luis and the Regional Center for Border Health, Inc. to participate in a grant application to the Federal Health and Human Services Office of Minority Health Grant to advance health literacy Enhance Equitable Community Responses to COVID-19 such as testing, contact tracing, and vaccination.  (Jenny Torres, Economic Development Manager)

SUMMARY:

Basics About the Grant
There is an opportunity to apply for a $4 million in funding through the Federal Health and Human Services Office of Minority Health Grant to advance health literacy Enhance Equitable Community Responses to COVID-19 such as testing, contact tracing, and vaccination.  This grant would bring more resources to San Luis for developing public health services and health literacy surrounding COVID-19.  It is very unlikely that COVID-19 will be totally eradicated so that the community will need these services into the future.  The program developed must demonstrate that it is addressing the needs of the area effectively through evidence-based solutions.
 
 -There is no match;

- The funding is restricted to local governments (Yuma County Public Health Services District indicated that they are not competing for this grant);
 
-The grant allows project delegation to another agency;

-The project would start July 2021 and end in two (2) years;

-Applications must be submitted by April 20, 2021; however, to hedge against internet or computer glitches, it would be preferable to have the grant submitted by Thursday, April 15, 2021; and
 
-The city would be the lead to administer the grant and oversee the program (the city is not a passthrough).  The city would be in charge of plans to make the program sustainable after the funding ends.

Delegation of Responsibilities Allowed Under the Grant
Because the City of San Luis does not have a Public Health Department, the city needs to bring in outside expertise in this field to implement the grant.  The Regional Center for Border Health (RCBH) is prepared to take on this role and use its connections with the local universities and the Institute for Health Advancement to analyze the program's effectiveness and provide education.
 
City Responsibilities and Possible Funding Under the Grant
The city’s responsibilities for the program, the grant parameters allow for:

1.  Grant administration and monitoring that the reporting is properly done,vaccination events;
2.  An extensive education campaign (disseminating information and coordinating training for the trainers, coordinating focus groups to determine if the messages proposed resonate with the community);
3.  Full-time staff person to handle the above and coordinate with RCBH, the university and the Institute for Health Advancement.

Many city departments would be involved in addition to the staff person dedicated full-time, including Elected Officials, especially in the grant's continuous education campaign aspect.

Although there is no match if the city is selected for the grant, in order to be selected, the city will have to demonstrate how it will be able to sustain the program beyond the 2 years.

There are Arizona laws limiting spending of cities, so the finance department will have to budget for spending the $4 million if the city is selected.
