Discussion and possible action on any and all matters regarding a contract with PACE for design services to evaluate operations at the West Wastewater Treatment Plant. (Eulogio Vera, Director of Public Works)
SUMMARY:
The City of San Luis continues to be one of the fastest-growing cities in the State of Arizona. It is particularly critical that we continue to ensure that the city's wastewater treatment capability and capacity are adequate for both near- and long-term residential and commercial growth. The Public Works Department has contracted with PACE Advanced Water Engineering as briefed to the City Council on September 8, 2021, (an approved on-call engineering consultant for the City of San Luis) to assess both near- and long-term demands for wastewater treatment and to provide recommended improvements (both quantitative and qualitative) to the city's wastewater treatment capabilities.
At the September 8, 2021, Regular Council meeting, Mr. Mike Krebs of PACE provided a presentation to the council, in which he summarized PACE's assistance to the city for undertaking wastewater treatment plant expansion. At that council meeting, Mr. Eulogio Vera also requested, and secured council approval for, a $153,475.00 PACE Professional Design Services Proposal for improving capacity and capabilities of the city's East Wastewater Treatment Plant. At that time, Mr. Vera indicated to the Council that he would be addressing a PACE Professional Design Services Proposal for the city's West Wastewater Treatment Plant at a near-term future date.
Attached is PACE's May 10, 2021, Professional Design Services Proposal for assessing the West Wastewater Treatment Plant and recommending a time-phased strategy (including scope and cost) for incremental improvements in the plant's capability and capacity. Staff recommends council's approval of this proposal, as allowed under City Code Section 3.05.080 for professional services, at a total cost of $160,610.00, with the cost to be born from available bond resources.

RECOMMENDATION / SUGGESTED MOTION:
I MOVE TO APPROVE PACE ADVANCED WATER ENGINEERING'S $160,610.00 PROFESSIONAL DESIGN SERVICES PROPOSAL AS PRESENTED AND DIRECT THE CITY ATTORNEY TO DRAFT A FINAL FORM OF CONTRACT.
