ITEM:
Continuation of discussion, review, and possible directions to staff on any and all matters regarding the proposed City of San Luis Fiscal Year 2022-2023 Budget, City Council Contracts, Contributions, Sponsorships, and Dues. (Lizandro Galaviz, Acting City Manager)
SUMMARY:
The staff has attached proposals for consideration and dues for the City of San Luis Fiscal Year 2022-2023 Budget. If approved, contract proposals and intergovernmental agreement contributions attached to this agenda item will appear on the consent agenda of the next Regular Meeting of the City Council as separate items. For ease of finding the backup information, the numbers in the furthest left column of the attached spreadsheet match the attachments sort order number. If the new requests are budgeted, legal staff will prepare contracts for consideration on a future agenda.
Contractual Services:
There are four (4) new community groups offering services and events. GYEDC is on its last planned yearly increase. Yuma Community Food Bank has an increase due to inflation. However, the Food Bank will be providing a cold storage unit in San Luis without charge. Ramirez Advisors Inter-National reflects a contingency fee of $1,500.00 that has always existed in the contract for travel expenses but was not shown on the budget sheet. Luis Ramirez has never charged these expenses. He is reserving this possibility for when travel may become extensive due to the needs of the service he provides to the city. Activity is increasing on the Land Port of Entry 1, and Mr. Ramirez's services will also increase. Hence the increase of $5,000.00 is requested.
The biggest increase is YCIPTA-YCAT; Executive Director Shelly Kreger and Secretary/Treasurer of their board Ralph Velez will present the YCAT dues and one-time contribution. In summary, YCIPTA-YCAT Dues have been the same since 2014.
There are three (3) reasons for the increases:
There are decreases in dues and subscription items, specifically JCG (the recording software for the chambers), NALEO, and WAEDD. JCG has only charged $567.22 for the last two (2) years, so the $6,462.00 budgeted in the previous year is no longer needed. NALEO offered a group rate which saves $120.00. WAEDD (Western Arizona Economic Development District) dissolved last year and did not use the money budgeted in the previous year.
There are increases because the Arizona League of Cities and Towns and National League of Cities base their dues on population, and San Luis has grown. YMPO had a big estimated increase because the Federal Grant went up, so the match went up. Yuma Sun Newspaper Subscription price went up.

- One of YCAT's contractors sued YCAT. The settlement caused them to have a $487,560 shortfall.
- In 2019, The Federal Transportation Administration Grant stopped accepting in-kind services for the grant's match. In 2020 YCAT used Pandemic relief CARES Act money to make up for the shortfall. This year it must look to the members.
- It became impossible for the County to continue to advance YCAT funds until they received grant reimbursements. So YCAT must create a cash flow fund.
