Discussion and possible action on any and all matters regarding the annual contribution under the 4FrontED Intergovernmental Agreement for a binational regional program to promote education, infrastructure, and tourism, to stimulate mutual economic development for the fiscal year 2022-2023. SUMMARY:
IGA Organizational Structure: The 4FrontED IGA includes the municipalities within Yuma County and Yuma County. The board consists of the mayors and a county supervisor. The staff is each community's economic development staff or designee. 4FrontED hires an Executive Director. The City of San Luis is the Fiscal Agent.
Service: 4FrontED provides a binational program focused on education, infrastructure, tourism, and economic development in the region of the U.S.-Mexican Border communicating with California, Baja California Norte, Sonora, and Arizona border regions with the goal of mutually uplifting the economy of the region.
Amount: 4FrontED calculates the contribution at twenty cents (20¢) per capita per member jurisdiction under the IGA. Section 2.2 of the 4FrontED Intergovernmental Agreement says: "The contributions shall be adjusted on an annual basis based on the Arizona Department of Revenue ("ADR") population estimates and on the recommendation of the 4FrontED staff and the approval of all the Parties through their respective budgeting and procurement procedures." 4FrontED recommended using the Arizona Commerce Authority, Office of Economic Opportunity's ("ACA") estimate because it includes an estimate for unincorporated areas of the County and ADR does not.
ACA 2020 San Luis population estimate was 39,705 x 0.20 = $7,941.00
($7,941 was the San Luis contribution FY 2021-2022)
ACA 2021 San Luis population estimate was 36,081 x 0.20 = $7,216.20
($724.80 less than the 2021-2022 Fiscal Year).
With all the jurisdictions using the 2021 estimate, there would be $5,600.00 less than last year for services. The economy has entered an inflationary period, so the loss of $5,600.00 would hurt 4FrontED's service capacity. So 4FrontED is asking for the same contribution as the 2021-2022 fiscal year, $7,941.00.
The City Council has directed staff to budget an amount not to exceed $7,950.00 for the Fiscal Year 2022-2023.
