Update followed by discussion and possible action on any and all matters regarding the selection of a proposal from a consulting agency to assist with the recruitment of a City Manager. (Kay Marion Macuil, City Attorney)
SUMMARY:
Update from Council Meeting of Wednesday, March 23, 2022, on CPS HR Service
The City of San Luis staff would like to provide City Council with an update regarding the recruitment of a City Manager. As per the last Council Meeting on Wednesday, March 23, 2022, staff has contacted CPS HR Consulting to obtain more information regarding their proposals and fees.
To recap what was presented in the last Council Meeting on Wednesday, March 23, 2022, the CPS HR Consulting proposal had three (3) professional fixed fees. CPS HR Consulting provides professional services for outreach only (including brochures and advertising) for the amount of $7,500.00. For professional services for partial recruitment (Phases I and II), they charge $19,000.00. For professional services for full recruitment (Phase I, II, III), they charge $25,000.00. These fees would be billed to the city and be paid on a monthly basis.
Lowest Proposal Protham
The Protham proposal provides basically identical services for $20,500.00 total, which is $4,500 less than CPS HR Consulting.
Both Providers
Both providers guarantee that if a candidate is not chosen in the first 6 months, they will repeat recruitment until one is chosen without additional cost.
Staff would like to seek direction from Mayor and City Council to move forward with the recruitment process.

FISCAL IMPACT STATEMENT (IF THIS IS A BUDGET TRANSFER, YOU MUST ATTACH THE BUDGET ADJUSTMENT FORM):
The fiscal impact will not exceed $25,000.00 if the Council select the higher proposal. There is budget in the Human Resource Department in account 100-125-80005 Special Services to fund it due to savings on events, programs.
